Gale Ranch: Master HOA and Seven Neighborhoods

Gale Ranch is one Dougherty Valley village in San Ramon. Confirm the master HOA, the named neighborhood, SRVUSD assignment, and the Contra Costa tax bill before you compare it to Windemere.

Gale Ranch is one of two villages inside San Ramon's Dougherty Valley plan area. This page is the next layer after the village name: the master homeowners association, the seven neighborhoods it publishes, the extra associations on the city map, and the documents that bind a parcel.

For the high-level Gale Ranch vs Windemere frame, start with the Dougherty Valley guide. This page stays on Gale Ranch. It does not pick a winner, quote dues, or rate schools.

Where Gale Ranch sits

The City of San Ramon Development Engineering page describes Dougherty Valley as a master-planned community of about 11,000 units, approved in 1994 by Contra Costa County. The two developers named there are Shapell Industries and Windemere BLC. The Dougherty Valley Specific Plan was adopted August 2, 2005 and amended February 11, 2014. Those are planning documents, not a price list. For current sales context, use the San Ramon market report.

Gale Ranch is one village inside that plan. Windemere is the other. Twin Creeks is a different, older San Ramon neighborhood west of Dougherty Road. Do not treat those three names as interchangeable.

City Planning notes that Dougherty Valley (Gale Ranch and Windemere) has zoning standards and design guidelines specific to this development. Call Planning Services at (925) 973-2560 and ask for the Dougherty Valley rules (Community Development FAQs).

The master HOA, then the named neighborhood

The Communities of Gale Ranch publishes a master HOA for seven neighborhoods: Avanti, Belvedere, Coronado, Gallery, Monarch, Solaire, and Terravista. The City of San Ramon HOA map labels the same group as “Communities of Gale Ranch HOA (Consists of Monarch, Gallery, Coronado, Belvedere, Terravista, Solaire, Avanti).”

That is what most listings mean by “Gale Ranch HOA.” It is not the whole map. The same city layer also lists other Gale Ranch associations, including Bridges of Gale Ranch (Summit Bridge, Pointe, Glen Bridge, Crest Bridge, Fairway Bridge), Cantera, Capella, Carmelita, Falcon Bridge, Mosaic, Portola, Trevari, Veranda, Vestrella, and Wisteria. Use the current city map for the address.

Some addresses pay a master assessment and a neighborhood assessment. Some sit only in a named sub-association. A remark that says “Gale Ranch” or “HOA: Yes” does not tell you which. The real choice is which association name is on title.

Ask for the current budget, CC&Rs, and any special assessment notice before you remove an HOA contingency. I do not quote dues here.

How to read the packet

A seller in a California common-interest development must provide the documents in Civil Code section 4525. At minimum, confirm: the exact association name(s) on title; the current regular assessment and any special assessment; the budget and reserve summary; rules on rentals, parking, and exterior changes; and any unresolved violation notice. If the city map shows a Gale Ranch name the listing omitted, reconcile that before you treat two “Gale Ranch” homes as comparable. The widget on this page is a reading checklist. Schools: SRVUSD locator, not the village name

Gale Ranch is in San Ramon Valley Unified. Do not use third-party ratings to pick a street. Use the SRVUSD School Site Locator and the boundary maps. The district states that growth can mean a student may not attend the resident school.

Twin Creeks Elementary appears on the same map near Twin Creeks, west of Dougherty Road.

Parks, trails, and open space

San Ramon lists 59 parks, open dawn to dusk. On this side of the valley the city names Gale Ranch Middle School Park (15-acre joint-use at 6400 Main Branch Road), Monarch Park (8502 N. Monarch Road), Bark and Ride, Valley View Park, Hidden Crest Park, Quail Run School Park, and Mosaic Park.

The city trail list includes Basswood Trail (ends at Gale Ranch Middle School Park), Monarch Loop and Monarch Ridge, Redhawk Trail, Village Center Trail, and West Alamo Creek Trail. A named trail is not a promise that a lot backs to it.

Hillside open space around Dougherty Valley is in the Dougherty Valley GHAD. Owners inside the GHAD boundary pay an annual assessment. That line is separate from HOA dues and from any Community Facilities District (CFD) tax.

Mello-Roos and the tax bill

Many Dougherty Valley homes are in a CFD, commonly called Mello-Roos. Special taxes appear on the Contra Costa County secured tax bill. A parcel can be in more than one district. Amounts, escalators, and end dates sit in each district’s Rate and Method of Apportionment. There is no single Gale Ranch tax figure that is safe to publish.

Read the current bill for the APN, then the preliminary title report. Compare two list prices only after those lines are on the table.

Gale Ranch vs Windemere, without a dues number

Windemere is the other Dougherty Valley village. The city HOA map does not publish it as one master HOA. It lists named associations (including Canadoro at Windemere, Chambray, Fioli Windemere, Shelbourne at Windemere, and Wyngate at Windemere). Rules and dues follow the named association on title.

That is a structure difference, not a price. I will not say Gale Ranch is “more HOA” or Windemere is cheaper to own. Add the named association’s current assessment to the current tax bill for each address. For the side-by-side frame, use the Dougherty Valley guide.

Twin Creeks is the other common compare: older central San Ramon, not a Dougherty Valley village, often a different tax and HOA mix because it was not part of this 1990s build-out. Verify that on the bill and the city HOA map.
