Twin Creeks is already named on this site as San Ramon home turf, alongside Windemere, Gale Ranch, and Dougherty Valley. It is not one of the two Dougherty Valley villages. It is an older San Ramon neighborhood west of Dougherty Road. Buyers who want established streets and a different tax or HOA profile often tour it in the same search. Compare it on facts for the address, not on a nickname.

Where Twin Creeks sits, and where it does not
Dougherty Valley is the 1994 plan of about 11,000 units. The city’s Development Engineering page names Shapell Industries and Windemere BLC. The Dougherty Valley Specific Plan was adopted on August 2, 2005 and amended on February 11, 2014. Twin Creeks is west of that plan area. It is not Gale Ranch. It is not Windemere.
City Planning treats Dougherty Valley as a unique community with its own zoning and design guidelines. Properties outside Dougherty Valley use a different published accessory-structure path. HOA: some pockets yes, not a village-wide slogan
Twin Creeks is not “no HOA San Ramon.” The city HOA map lists named Twin Creeks associations, including Twin Creeks Gardens HOA, Twin Creeks Hills Courtside HOA, Twin Creeks No. 6 HOA, Twin Creeks South Courtside HOA, Twin Creeks South Estate HOA, Twin Creeks South Poolside HOA, Twin Creeks View Homes HOA, and Twin Creeks West Garden HOA. Some streets will show a named association. Some may not. A listing remark is not the title report. I do not quote dues.
Ask for the current budget, CC&Rs, and any special assessment notice before you remove an HOA contingency. If the city map is blank for the address, still confirm that on title. Do not treat “older San Ramon” as a synonym for “no HOA.”

Tax mix: often different, never assumed
Older San Ramon, including much of Twin Creeks, often has a different tax mix because it was not part of the 1990s build-out. “Often” is not “always.” Do not assume a Twin Creeks APN has no special tax. Read the current Contra Costa tax bill and the preliminary title report.
Dougherty Valley GHAD may appear on Dougherty Valley bills. Confirm any Twin Creeks APN on the bill, not by neighborhood name. A parcel can be in more than one district. Amounts, escalators, and end dates sit in each district’s Rate and Method of Apportionment. There is no Twin Creeks tax figure that is safe to publish.
Schools: SRVUSD locator, not the neighborhood name
Twin Creeks addresses are in San Ramon Valley Unified. Do not use reputation charts or third-party ratings to pick a street. Use the SRVUSD School Site Locator and the published boundary maps. The district states that growth can mean a student may not attend the resident school. Assignment is confirmed at enrollment.
Twin Creeks Elementary appears on the official map near Twin Creeks, west of Dougherty Road. That is a location fact, not assignment unless the locator says so. If the address is actually Gale Ranch or Windemere, stop and open the Dougherty Valley guide.
Parks and the Twin Creeks Trail
Twin Creeks Elementary School Park at 2785 Marsh Drive is a 3.66-acre joint-use school park, available for community use outside of school hours. Twin Creeks Trail is a 0.62-mile paved path from Bollinger Canyon School Park to Norris Canyon Road. The city states the Twin Creeks Trail is privately owned and maintained. Follow posted rules.
Commons Memorial Park is a city park in San Ramon. It is not Twin Creeks itself. I include a credited photo of Memorial Park only as a city-park image, not as a stand-in for the neighborhood streets.
The tradeoff, without a winner
This is not “older is cheaper” or “newer is better.” It is whether you want a 1990s-onward master-planned village (Gale Ranch or Windemere) with Dougherty Valley design rules and a tax bill you must read for CFD lines, or an older central-west San Ramon neighborhood, west of Dougherty Road, with Twin Creeks HOA pockets on the city map and planning rules that are not the Dougherty Valley set. The tax mix is still verified on the APN.
